Why the line stops where it does
A nationality list only means anything if the nationality is real, so the harder editorial calls here weren't who to include but who to leave out. Several France-associated names didn't survive the birth test: Anna Polina was born in Saint Petersburg and is French by naturalisation and residence rather than by birth; Lana Roy and Lucy Heart are Russian; Valentina Bianco is Italian. They're often filed under "French" elsewhere, and that's precisely why we drew the line at a French passport and a French birthplace.
Currency was the other pressure.
